Train skills over time

Looking for some advice. I am wanting to incorporate a system where an Actor will use a skill book to gain a skill. What would be the best option to accomplish this? I know there are some good plugins out there, but I am having trouble accomplishing the task.

Skill - You will use a skill book and then the skill will become available in the skills menu where you can train it up to a specific number of ranks. Each rank increasing the skill effectiveness. To use some skill books you might be required to have another skill already learned and at specific rank. These skills wouldn't be available in combat they are all passive in nature and increase or grant an aptitude in different kinds of areas.

Example: A skill book would teach you the skill Melee Weapon. You then open your skill menu and select it to train the skill which will increase it by one rank after a period of time. The skill Melee Weapon allows you to equip a martial weapon and increasing its rank increases the damage you do while using a Melee Weapon weapon.

Then other martial weapon skills would/can be built off that. The skill Swords would increase your damage with swords for each rank you train, the Swords skill requires the Melee Weapons skill to be at least rank one (1).

Abilities - Would replace what normal RPGMV skills are now. These are what an Actor would use in combat against enemies. Abilities would require specific skills and specific skill ranks to be used in combat.

Example: Double Strike requires the skill Melee Weapon @ rank one (1), the ability Hilt Strike requires the skill Melee Weapon@ rank two (2) and the skill Sword @ rank one (1)

Any advice or direction would be great.

Yanfly is a gold standard in scripting. Here is their new skill mastery plugin.

Be advised, it doesn't cover everything you want. Consider reducing the complexity of your gameplay systems.

I am okay with changing the complexity for sure. I don't want to overwhelm myself. We the skill mastery plugin, do you know if that will work for passive skills or non-combat skill like crafting or the like
too?
