I know how to toggle this, but I'm not sure what to do to make it happen.
My plan is that when something happens in the game, one of your characters will be replaced with a different character. All the items you've equipped will transfer to the new character, and all the stats of the character (including level, hopefully) will carry over to the new character and then be increased by a certain amount.
Is this possible? I can't figure it out for the life of me...

Have the new actor be of the same class than the original, but add a stat feature for every stat you want increased with the required percentage to the actor itself (not the class).
Then have the new actor get the same XP as the original.

If you do this, the only difference would be caused if the original actor got extra stats by event commands, and that can be solved if you give the same stat increases to the inactive actor while playing.

How would I find out how much XP the character'd received up until that point? That depends on what the player does before triggering the event that does this, how many battles they do and such.

Lucky us, if you're doing this by Events, Control Variable should have an option to assign a variable based on Game Data, and one of those sub-options should allow you to select an actor's EXP. Also, the Events can allow you to Change EXP for an actor. Both of these are on the first page.

On my journey of character rework: I had this character, she was meant to be just a princess that joins your party. And at long term she was just uninteresting... So I tweaked her to be a rebel agaisn't the royalty before meeting up with the party.
