Yes, let it. That's why I installed the editor EXE first, so when I install the RTP and it asks to install in the same folder it won't erase anything
(you know, erase something important in order to function). You should have something like this:
C:\Users\Kidic\Documents\RPG Maker*
* = folder where you installed.
You can further follow the Ubuntu guide, I know you are on Windows, and create a folder in the documents area for the maker, "RPG Maker" or something you prefer, and then do the installation steps.
*remember to have your security off, even your default Microsoft securities like essentials, firewall etc etc*

could be a problem. It is definitely worth trying to download in Firefox or the browser he got to work. Make sure to use a new email as well, as that can cure issues with the download—should there be any, of course.
