.txt files in DLC

Not sure where else to ask this.
In my DLC folder there's "RPGmakerWeb_plugins" and a .txt file "『RPGツクールMV　プラグイン集』使用条件" that when I open it doesn't display what I assume is supposed to be Japanese. Help?

I've installed the Japanese language windows 10 pack. Didn't make a difference.
I'd like to get it to display properly. Failing that, if someone can tell me what it says. I'm assuming it's about credit info and EULA.

I don't have the Japanese to get translated though. That's my main issue.

So now I'm wondering how these plugins got to be added to the base RMMV. I'm pretty sure I didn't download these separately. And I know I've seen at least Yanfly talking about credit info, and their plugins are part of this. Did these people pass on credit for these plugins now? Hmm...

No problem!
The plugins are probably bundled with the software, I have them all in my DLC folder as well. I imagine the creators gave their permission, otherwise, it wouldn't be distributed like this. But plenty of them are available on web, so if you are concerned, find the original creator's info online on how they want to be credited and how you can use the plugins.
