Using MV's Built-In Windows...

Since I do much better when somebody points me in the right direction, can anyone tell me what class I call/use in MV's built-in functionality to create a window?

If this could be coupled somehow with using the scrolling text functionality as well, that would be great.

Check out the window.js file. The first object that's created is Window_Base(). This has the core functionality for all windows. Other window objects inherit this base class so look through those and match them up with the various windows in the engine to see what extra functionality they add on. You'll want to get familiar with scene.js as well since that's what controls all of the windows.

Just beat the last of us 2 last night and starting jedi: fallen order right now, both use unreal engine & when I say i knew 80% of jedi's buttons right away because they were the same buttons as TLOU2 its ridiculous, even the same narrow hallway crawl and barely-made-it jump they do. Unreal Engine is just big budget RPG Maker the way they make games nearly identical at its core lol.
