I've been running RMXP on Win7 since Win7 was released. No issues. Have you tried?

When I install it, I do it in this order:

- extract downloaded file

- go to install folder

- run installer as administrator

- install RTP

- install RMXP

- go to RMXP folder

- view exe properties

- set to run as administrator

- set to run in XP Compatible mode
