Using Self-Damaging Items Outside of Battle With HP Damage Formula?

Hey, I want to use items that have a HP damage formula outside of battle.

However, even with occasion set to "always" I can not use these items on actors.

These items work perfectly when used in battle.
And it ABSOLUTELY needs to be HP damage.

"Effects" won't help with what I'm trying to accomplish.

Have you tried adding a Common Event to the item (even if the Common Event does nothing)? I think the CE will allow the item to qualify in its use conditions even if the game thinks there's no reason to use the item outside battle.
