What games do you think have the most references in them? I'd be willing to bet that Saints Row The Third, and IV would be toward the top (anyone who has completed both will know exactly why I say that...)

On the top of my head, I can tell you that the game has references to Terminator, Star Wars, The X-files, Twin Peaks, ET, The Godfather, Deathnote, Your Name, Indiana Jones, Ghostbusters, Deadpool (among other Superhoers, but less relevant), Neon Genesis Evangelion, along with in-universe parodies of franchises like Sailor Moon. And parodies of real-life figures like Steve Jobs and Mark Zuckerburg.

Oh, and there's a Chocobo from Final Fantasy.

Still probably only scratching the surface.

Broforce has a bunch. I don't know how it stacks up against others mentioned here, but...probably the most references in one game that I've played.

The Monkey Island series has a bunch. Especially references to Star Wars. There's one part of the story where you have to find the "Lost Treasure of Melee Island" or something. You travel deep into a maze of a forest, find the right spot, dig it up and get.... a t-shirt that says "I found the Lost Treasure of Melee Island and all I got was this lousy t-shirt".

They also break the fourth wall quite a bit, and at one point you have to solve some pretty tough puzzles. Well, if you look around enough, you eventually find a telephone in the middle of the jungle... and the protagonist calls... customer support for LucasArts, the game's publisher. There's some dorky guy on the other end, who gives you tips on how to proceed.

I'd say the Metal Gear series has a good amount of references all through its history.

These kinds of games are usually not my cup of tea exactly, but when I was knee-high I was really into Fallout 2... It had its fair share, I believe.
