As I thought - system files have been damaged, and if windows cannot repair them itself then you'll most probably need a reinstall to get them operational again.


That has nothing to do with Ace, it's just coincidence that the corrupted files are used by Ace but not by other programs (RM does use some older Windows-APIs that have become uncommon to use in the last few versions as it was written for XP and Vista, not for 7, 8 or 10)

Personally, I'm of the opinion that every computer should get a complete wipe and reinstall of everything once a year.
I would say that as a general rule, because it depends a lot on what you do.
What I do agree is that the more you change on your system, especially with low technical background knowledge, the more often you have to reformat. And it needs someone with expert knowledge to keep a much-worked on system running for more than two or three years (mine has run for six years now, but it also has accumulated several bugs like disabled DVD drives - I'm just too lazy to format as long as I don't need the disabled functions)


On the other hand, I've seen computers where people tried to experiment with internal system settings that needed a reformat every three months...

Though not guaranteed, It may be possible that this may still be resolved without the need of a reformat by following the steps below. Reference: https://support.microsoft.com/en-us/kb/947821

  1. You'll again want to locate the Command Prompt in your programs. Right click this icon and select Run as administrator.
  2. Once opened, copy and paste "dism /online /cleanup-image /checkhealth" without the quotes and then hit enter/return.
  3. After this has been run,"dism /online /cleanup-image /restorehealth" into the command prompt, again without quotes, and hit enter/return.
  4. This restorehealth command may take upwards of 20 minutes or even longer to complete. Do not stop this. Let it fully complete.
  5. You should now refer back to my previous instructions to copy and paste "sfc /scannow" into the command prompt, without quotes, and hit enter/return.
  6. Hopefully you should now return no errors/results.
After performing both of these tasks, restart your computer and try starting RPG Maker VX Ace once more.

I tried running the dism /online /cleanup-image /checkhealth command and it instantly came back with an error.

"Option unkown. Error 87"

Are you absolutely certain that you left spaces between the slash commands? Option unknown implies that DISM.exe is located/able to be used, but that one of the options (/online + /cleanup-image + /checkhealth) was entered incorrectly.
 
If you've made certain this is the case, try the same steps I had indicated again, but this time with the /restorehealth option instead of /checkhealth.

dism /online /cleanup-image /restorehealthIf this too has not worked, then instead try it with /scanhealth. This command will not correct any corrupted components, but it will at least as a last resort (if all goes well) report what issues there are.

dism /online /cleanup-image /scanhealthIt appears that depending on how you obtained your OS (OEM / Upgrade / Install), sometimes these options are included in the help documentation, but still simply are vacant or unwilling to work, which might be the cause of error 87.

I'm doing these steps now and letting the system do its thing. In related news, I've downloaded the Steam Version of Ace just now and it works perfectly. It opens with no problem at all, as does the Lite version through Steam. However, Ace on normal Windows is still not functional as I haven't completed these system fixes. So while I do have access to the program through Steam, my issue is not resolved so do not close this topic please.

I'll edit this post with an update when the Command Prompt finishes its work.

This is good to hear! I hope that this may resolve any problems that you may have. Chances are good, as suspected, that the DRM from the non-steam version is what is currently incompatible with your current OS setup, as it relies on a damaged or missing component that should be available.

That said, perhaps if you were to get in touch with support and politely ask and explain the situation along with a link to this thread, they may compensate with a discount code for free or reduced cost DLC. Please take extra note that I am not affiliated with Degica or RPG MakerWeb in any way, and my suggestion in this case is not being offered under any official capacity. This may very well prove to be unfruitful, especially since (while unfortunate) it appears that this issue is not with their software, but with your computer's setup. It still doesn't hurt to try.

Funnily enough, I just checked my e-mail and the support team had sent me a Steam key to unlock Ace for free....a day AFTER I had broken down and bought it on sale! Haha.

Ah. Yes, unfortunately support staff is not able to handle everyone's tickets as promptly as they may like due to the sheer amount of tickets that are put in and the limited staff available to respond. I think you mentioned that you were possibly recommending RPG Maker VX Ace to friends pending the outcome of this getting resolved.

Several of my friends have asked about using Ace. Judging on if this works will depend on if I recommend it to them.
Perhaps you might want to give the key to one of them. Otherwise perhaps consider returning the key, unused, in attempts to receive some DLC in its place.

Alright, I've done all of the steps you asked in the Command Prompt and this is what it says now.

C:\windows\system32>dism /online /cleanup-image /checkhealth : No component store corruption detected.

 repaired.

The operation completed successfully.

C:\windows\system32>sfc /scannow:Verification 100% complete.

 

Windows Resource Protection did not find any integrity violations.

Are you able to run RPG Maker VX Ace (non-steam) now after you've completed a restart?

Upon trying to open Ace (non-steam) the computer processes seemed to freeze. Nothing locked up and hung like it had before, but I could not open any programs, files, windows, search any websites, or do any right  click functions after trying to open the program.

It eventually did open after a 2-3 minute waiting period where my computer sat in limbo, unable to do any processes at all. However, it did open, which is more than it had done for a long time.

The Steam Version works perfectly, opens instantly, and runs quickly with no problems thus far.

Sounds like some progress has at least been made. I'd advise you to make sure you are fully updated with the latest Windows Updates. If not, be sure to do so.

If you'd like to check for and remove any malware that may be on your computer and thus possibly contributing to this problem, follow the below instructions.

  1. Download and use DDS to output a log file containing information on your computer and its running processes, hardware, drivers, and more.
  2. Upload the log files as attachments to this forum, or alternatively, copy and paste the contents to pastebin and post a link. We can now review the information and check if anything sticks out.
While reviewing the information, you can follow these additional steps.

  1. Download and run RKill (read instructions if you have issues) to halt any known malware processes.
  2. Once done, run any of these (I suggest all) free anti-malware software. SUPERAntiSpyware + MalwareBytes Anti-Malware + Dr.Web CureIt!
  3. If you've not invested in a good antivirus software, I'd suggest doing so and remaining sure to keep it updated with active protection on your system. I'd highly advise against Norton or McAfee products. My personal suggestions are below.

Both the Steam and normal versions of VX ACE open and run sucessfully on my computer now. However, the normal ACE still takes a very long time to load up on the computer compared to how it used to, and compared to how the Steam version loads. The Steam version runs perfectly, and I've already been able to make progress on my game making again.

I've run several security checks and a few more repairs on my computer, but the non-Steam version still runs very slowly. I'm not sure why it does, but the program works at least and that in itself is enough.

My overarching issue has been solved, however I still don't know why it takes so long for non-Steam Ace to load.

Cartoonier cloud cover that better fits the art style, as well as (slightly) improved blending/fading... fading clouds when there are larger patterns is still somewhat abrupt for some reason.
