I want to create a classic RPG resembles Dragon Quest in style. So I want a tilesets similar to 16 bit maps in SNES. I am still looking for ones but nothing! No problem if it is like Final Fantasy or anything. It is better than using RTP.

The closest to what you want is the DS pack, which is a paid DLC pack. And for what you are asking you will probably have to use paid DLC as there are very few tilesets made due to how long they take to make.
