That actually would make sense!check the windowskin in the "new game" folder of RMMV - that one gets copied to all new projects, and if that had been damaged or changed it would cause the problem in all new projects.

And no, it can't be anything driver-sided or hardware-sided, because the lines are only in the background and there is text above them in several places. And in 2D-screens, especially in HTML-based 2D, that can only be caused by something in the game code itself.
