Does it affect the chance of getting a state like Poison or Blindness or the chance of hitting your opponent? I have no clue.
Your first assumption is correct.
Luck determines the chance of applying states to the target.
If your Luck is higher than that of the target, you have a higher chance of applying a state.
If your Luck is lower than that of the target, you have a lower chance of applying a state.
It should be noted though, that the Luck difference has to be quite substantial to make a noticeable difference.
Luck has no other function. You can still use it in damage formulas though.
