When you submit a game what is the .exe?

After encryption and comrpression - you open the blue cube exe and unpack the contents. Then you remove what you ont need and recompress it with another program.

That is what you then give to people - the newly compressed file.

I'm starting to feel real nooby about this. 

But when I google for compression programs they talk about zip files (which I understand what they are), but I just saw some discussion in here about not wanting a zip file. Is there another way of compressing?

pretty sure there is a default windows compressor. never used it though sorry :/

No, the blue cube exe IS the compressed archive, it is never inside it.
The people receiving that archive from you need to execute it, because that will unpack the game.

If you just send the exe as is (as soon as it compresses) it doesnt solve the issue with steam including the RTP twice.

Its not really an issue though if you dont mind other people getting all the default RTP resources included for them to peruse
