Where is the Resource Manager?

I have been browsing the forum trying to find this answer, but all I've been able to find is that Resource Manager wasn't originally part of MV, and then it got added back in 1.1....and a whole bunch of posts saying "use Resource Manager." But how? Where?

It's in your toolbar. Looks like a file folder with some blocks or something in front of it. Next to the character generator.
