Enemies have some sort of semi transparent outline in the background, anyone know which plugin was used to achieve this? I don't think that's the filter plugin shown in the video?

I guess this is the Filter Plugin that whole video is about. It's from Moghunter.

I guess this is the Filter Plugin that whole video is about. It's from Moghunter.
That video uses several not-filter effect plugins, such as UI.

So filter plugin isn't necessarily the only plugin used in the video.

It seems that filter plugin in the video applies the effect to the whole screen rather than just the enemies.

But this effect is not only for enemies, but actor, battleback too as you said. And also every plugin in this video you can find in Moghunter Master Demo (that you'll need to download anyway to get plugin).
I'm 90% sure it's filter plugin 'cause this sepia wasn't here for no reason.

The effect that I mentioned doesn't apply to the background nor actors. The purple filter effect applied to actors and the background, which turned everything into purple. But the blinking outline only applied to the wolf.

I made a snapshot of the video and circled it so it's more obvious.

How can one achieve this kind of blinking outline effect in battles?

From what i see in the video... it's the Moghunter plugins...
first the negative fitler is using...

for the wolf blinking you mentioned... it's either:
or

to be sure just open the database search that enemy... then see the notetags...
you can then see which plugin with that notetags.

hope this help.

edit: just remember i have the moghunter master demo in my drive.
confirmed it's the Aura Effect...

Code:
Aura Effect: 1:1:battler:150:2:0

Uh, I'm probably overthinking this, but I think that some of my music sounds kinda...bad?
The melodies are just sort of awkward, and don't flow.
I'm really not sure what to do. Why am I even worrying about this? I don't even have a battle system yet!
And the Lord said, let there be lighting effects! And there were lighting effects! And it was good...ish? Might tweak this some more.
