Not quite. They're in a different viewport, changing the z won't do anything useful if your objective is to get them to show below characters. TIlemap and characters are in @viewport1 while pictures are in @viewport2 (Spriteset_Map).Their Z value

What I wanted to say by making that question, is that someone (probably Yoji Ojima) coded it having some design reasons in mind, that probably have something to do with not making the game look weird nor bugged and with not complicating the development process needlessly.I don't know, it's the engine default! It's alright - the image was offset anyway. I solved it by taking it into Photoshop, shifting it around and then increasing the image canvas size so that it could also work as a characterset/spritesheet.If you need to use picture commands, then it wouldn't be hard to make the picture display below the character and it would make sense.
