After installing Windows Updates (see screenshot below) on February 11, 2022 I got a black screen that wouldn't go away while trying to test my project in RMMV (non-steam version). After uninstalling these three updates I was able to launch my project without a black screen.

I am not entirely sure why these updates are causing problems with RMMV test game feature, hopefully someone will find this post useful as I could not find anything relevant to this issue.

did one of those updates change your display driver?

Microsoft has a tendancy to install their own in-house programmed drivers over the official drivers from the display chip manufacturer.
and that often results in problems because RMMV uses OpenGL, which is competition to Microsofts DirectX, and their inhouse drivers often have no or limited support for OGL as a result.

I looked into the details of each of update and they don't seem to have anything to do with any display or graphic driver.

"Update kb5009467 is a Cumulative Update for .NET Framework 3.5 and 4.8 for Windows 10, version 20H2, Windows Server, version 20H2, Windows 10 Version 21H1, and Windows 10 Version 21H2"

"Update KB5010342 fixes and changes
Updates an issue that stops printing or prints the wrong output when you print using USB on Windows 10, version 2004 or later. Updates an issue that causes applications to stop working when you type text using the Chinese IME"

Continuing our countdown with Capsule Monster #14 Plug-Go! Plug-Go was originally meant to be the design of a gameboy game I wanted to make that was inspired by Megaman Battle Network! While that hasn’t worked out I’m happy I was able to recycle his design!

12 hour little challenge for myself to do a big'ish enemy. Released for MV/MZ, working on my streamline one for later as I love the four frames over three. Spins a whole lot better I think.
