I found some icon sets that I would like to purchase but I just recently found out that RPG Maker MV uses 32x32 Icons? If that's the case I assume I would not be able to use these 16x16 or 24x24 icons without doing some kind of upscaling? I also have no idea how to do that so it might just be a case of me having to find different icons.

any image program can resize pictures.
16x16 can be resized 200% using a nearest neighbor setting without problems.
24x24 would require a resizing by 150% - that is possible but will cause either blur or distortions.

they cannot be used without resizing

It would depend, I think, on the terms of use for those Icon sets. You want to make sure that nothing in those sets requires a version of RM that you do not own, or that there are no other restrictions on their usage...

If you are good in that regard, then I would suggest getting GIMP and then scaling up the icon sheets so they are consistent for 32x32 pixel icons.

Not sure if there are any plugins for MV thatallow native usage of lower-res icons, but scaling them is easy enough...

Without any editing, I guess no.
You could resize it or take every individual icon and reposition on a 32x32 template.

16x16 and 24x24 iconset can be used, I use 80x80 iconset,
but you need to adjust the icons to do so.

YEP_EngineCore can set the size differently if you want to use it.
it needs at least 16 icons per row, if you want to shorten this,
you need to adjust that in the code (or a plugin to do so).

but it is possible :)
