[XP] state counts down at the starting turn and cancelling out other states

i just wish that the state turn count decreases at the start of the actor's and enemy's turn
instead of the end of the turn

and also i want states to cancel out other states
for example:
if the enemy has the ATK Up state
and the actor cast a skill that inflicts ATK Down
the two states cancels out each other, neutralizing them.

why?
Doing that way would cause a lot of problems, including that states with 1 turn duration will have no effect at all.
The current way of handling turns only means that you have to count the current turn as the first turn and everything works. Changing the moment of decrease to the beginning of a turn instead of the end will make several effects impossible.
If you can tell what the intended effect of your change is supposed to be then someone might give you a script for this, but without you knowing the disadvantages this is a bad idea.

That is what buffs are for - they automatically do this. Please use the existing buffs instead of states for these effects (buffs stack to two levels up and down and cancel each other)

what do you mean by "existing buffs"???
they have that in VX (Ace) and MV (and also MZ which is releasing soon)
and i see none of that is XP, is it like hidden or something?

Err, unless it were stuff added by states themselves or via scripts, there are none of them in XP as far as I can recall.

XP already lets you cancel other states via the states database.

as you can see here, there is no "Cancel States" thing here.
because its not a feature until VX.

Because he misunderstood your last comment. Yes, states can cancel others via a minus sign in the State Change box, but the applied state "replaces" it so to speak. There is nothing built-in with XP that does a +1/-1 buff-stacking treatment. I also don't know of any script that does either.

but that means the buff & debuff removing skills will be useless,
if the player find out about this...
