RMMV Yanfly Action Sequence - Random Targets

Hi. I'm trying to make an attack that randomly hits a couple targets. Yanfly's Action Sequence might seem to be the best way to actually do this but... I'm not sure how to actually rig the attack up.

Regardless of what I input or use what seems to happen with Scope; 2 Random Enemies(or more) is;

Actor does the attack
Animation Plays
Damage is done
And then Actor casts the spell another 2+ times depending on how many Random Enemies was selected.

I don't know how to describe it better. Perhaps I could put a vid up. But how does one do Random Targets for Yanfly's Action Sequences?

Result

Not what I wish and what I'm trying to avoid doing. Any time I do anything with Tags it seems to repeat for as many times I as I have scope.

I've left other attacks without the full sequence and they work.

And putting in the entire list now just breaks it. No attack name, no targeting 2 units just one target gets hit with 1 animation, 2 damage numbers.
