Yanfly Passive States and Equip Battle Skills: How to disable passive skills when not equipped?

I'm using both Yanfly's Passive States and Equip Skills. Unfortunately, I've run into an issue where passive state added by skills are applied regardless of whether or not they're equipped. Is there any way to fix this?

For example: I have a skill called Fire Enhancer that increases Fire damage by 40%. It has the tag <Passive State: 51> which adds the Fire Enhancer passive state. For a skill to be used in my game, you have to equip it in a slot. However, it still applies the passive state whether or not it's in my equipped skills. What I'm looking for is for the skill to not apply unless it's in my equipped skills.

It looks like you're using the wrong tag. According to the help file for Equip Battle Skills, the notetag for the skill is <Equip State: x> to have the state active only when equipped. Using the Passive State tag will make it active so long as you have learned the skill.
