I'm not sure if it's possible, but I was wondering if there can be an addon to Yanfly's Skill Learn System where you don't ahve the Skill immediately at the start of the game, you have to find items or special people teach you about them.  But they only teach you ABOUT them....  not teaching the actual skills.

Let me explain a little bit...  I hope....

You start the game with Fire I.  The Skill Learn List is all Fire [ie: Fire II, Fire III, etc.].

You have no other skill available to learn at this stage of the game at all.

You find a weird book marked "Water of Gods Volume 1" [or something].  This book teaches you about Water.

Now the Skill Learn List you have access to is Fire and Water skill...  But it's only Water I, since the book was only a first volume.

You later find a master of Thunder and he teaches you how to handle Thunder and Lightning, but just the techniques.

Now your Skill Learn List is Fire, Water I, and all the Thunders [i, II, III, etc.]

So is this a possibility.  I tried using items and event calls, but these TEACH you the Skills and not the knowledge of the Skills so the "Water of the Gods Volume 1" would teach you the skill and you could use it without spending JP to learn it through the menu.

Is there a way to make it work like I want?

Just beat the last of us 2 last night and starting jedi: fallen order right now, both use unreal engine & when I say i knew 80% of jedi's buttons right away because they were the same buttons as TLOU2 its ridiculous, even the same narrow hallway crawl and barely-made-it jump they do. Unreal Engine is just big budget RPG Maker the way they make games nearly identical at its core lol.
