Hey coucassi and ATT_Turan! Thanks to both of your help and ideas I got it to work. It was smart to take a break, and start over with a new troop event because I wasn't sure what I messed up in the first one. There is no immortality glitch anymore and everything works exactly how I want it to. I'll make sure to attach pictures of everything since it may help someone who wants to apply a similar state.

State Function: Causes an enemy to appear once damage over 50 is done.
