Afraid there are no bust generators. I recall someone was trying to make one for ACE a while ago, and didn't get far with it due to some technical details on how busts are made. What most people do is they hire an artist to make the busts individually for their game.
Will the VX ACE ones work? Can't really afford a artist
Probably, if you resize the images in GIMP. However I'm not aware of even a VX ACE bust generator, the only one I ever found you had to supply all the generator pieces yourself. And, since I never found any generator pieces, that makes it mostly useless to most people.
Otherwise, I'm afraid you'll have to make a choice between either saving up and hiring an artist (most charge $50 - $100 per bust), or not using busts.
I do have the generic character busts for VX Ace. I'll figure something out
Well, I guess I could paint up some busts for 25$ a piece, if you want..
I can do pretty much any style..
@Dainiri.Art Is working on bust generator parts (Half body upwards) but I'm not sure if he has enough funding to get it done that quickly. You can check progress out here if you'd like

Heromachine is a good start. It's a free flash app that allows you to make busts and with just a little creativity you can use those busts in Rmmv.
A second option I like is Epic Charactor Generator on Steam. It's pricier but you can make your busy, then with some cartoon filters you can get a nice basis for your sprites.

Also, check for "fantasy dollmaker" and "fantasy dressup maker" on Google, there are a ton of dressup makers there that might help you get inspiration on how to do your sprites.
