Here's my take on the various types of DLC:
New music/costumes/color schemes: If available in bulk fairly cheaply, worth it, especially in games that don't allow or are hard to mod. Otherwise, waste of money.
New levels: Depends on how playtime and fun stuff they add to the game experience. If it simple "rearrange current maps for slightly different results", then no. Otherwise, as long as the price is ratioed reasonable to the amount of content added, then worth it.
New features: Depends on the usefulness of the new features and how optional they are. If they make the game too hard/easy and cannot be undone, no. If optional and/or fairly useful, then usually worth it.
New weapons/armor/spells/abilities/etc: Similar to features, but they need to be more than just cosmetic additions and priced reasonably before I'd consider them worth it.
New characters: If they are just clones and reskins, no unless very cheaply priced. If original, then generally worth it, more so if they change how the game is experienced due to their playstyle differences.
New story: Almost always worth it, unless it's just the exact same levels with little changes and slightly altered dialouge.
